• Stopping for School Vehicles: Was a lead sponsor of legislation enacted into law to increase the fine against a motorist who fails to stop for a school vehicle with activated flashing lights.
• Pedestrian Safety: Was the chief sponsor of legislation enacted into law to improve pedestrian safety and increase crosswalk enforcement. The bill removed a requirement that a police officer must appear in court each time a citation is given to a motorist who fails to stop for a pedestrian in a crosswalk.

• State Exercise: Was the chief sponsor of legislation approved by the General Assembly to designate walking as the official state exercise in Maryland. The bill was vetoed by Governor Ehrlich. Maryland would have been the first state in the nation with a state exercise.
• Speed Photo Enforcement: Was a chief sponsor of legislation approved by the General Assembly to authorize local law enforcement agencies to use speed photo enforcement on streets in residential areas and school zones. The bill was vetoed by Governor Ehrlich.

• Open Container Law: Was one of the sponsors of legislation to create an Open Container law.
• Fleeing a Fatal Crash: Was chief sponsor of legislation enacted into law that made fleeing a fatal or serious bodily injury crash a felony, rather than a mere misdemeanor.
• Child Booster Seat Law: Was chief sponsor of legislation that established Maryland's Child Booster Seat Law.

• Smart Growth: Was chief sponsor of legislation enacted into law that increased the state of Maryland's share of building sidewalks in "priority funding" (Smart Growth) areas to improve community links to transit, schools and commercial areas.
• .08 Percent Blood-Alcohol Threshold: Was a lead sponsor of legislation enacted into law to toughen Maryland's drunk driving laws by making .08 percent blood-alcohol concentration the new drunk driving threshold.
• Maryland Safe Route: Was a chief sponsor of legislation enacted into law that established the Maryland Safe Routes to Schools Program that used Rolling Terrace Elementary School in Takoma Park and a Baltimore City middle school as pilot project schools.

• Maryland Pedestrian Safety Program Was chief sponsor of legislation enacted into law that established the Maryland Pedestrian Safety Program within the Department of Transportation that provides grants to local communities to conduct education-enforcement campaigns. The law also requires DOT to provide staff, administrative support, and operating expenses for the Bicycle and Pedestrian Advisory Committee.
• Blue Ribbon Panel: Chaired the Montgomery County Blue Ribbon Panel on Pedestrian & Traffic Safety, and spearheaded ongoing countywide pedestrian safety education-enforcement campaigns. See final report at www.montgomerycountymd.gov

• Pedestrian Safety Coalition: Established the Greater Bethesda-Chevy Chase Pedestrian Safety Coalition that created and carried out the first "Drive With Care, Walk With Caution" education-enforcement-engineering campaigns in Montgomery County that were primarily focused on pedestrian safety in downtown Bethesda and Friendship Heights. | |||||||||||||||||||
